I live in WA. This is called the water table rising. There's only so much dirt that water can fill up before it leaks over, like pouring milk into grape nuts. If you aren't prepared for monsoon winters you should not live in the coastal PNW, nor near any of the Columbia's tributaries (the Snake, the Willamette, other rivers) or other major rivers like Southern Oregon's Umpqua.
