This looks like an epoxy filler, this wont work without an internal patch

Patch inside and tamp with a screwdrive to fill creases

Fill with epoxy filler or butyl products (strips or liquid)
Cover with vulcanizing cement (i recommend maruni they make amazing tyre repair products and even repair kits for truck sidewalls)

Cover with a bead sealant or butyl/rubber paint
