The trouble is, Kurama was never going to willingly allow Naruto to give him his power, because he didn't trust humans. I don't blame him, either, since all humans ever did was use him and the other Tailed Beasts as tools for their wars. They only ever treated them as mindless beasts, not as creatures with emotions and feelings. Naruto's attitude toward Kurama was also initially no better, ordering him to do things instead of trying to get to know him properly, and being patient with him from the start. Both Naruto and Kurama are stubborn, however, and it's probably why it took them so long to cooperate.

it's funny how sasuke spends half the series thinking he's stronger than naruto when he is only alive because young naruto could only pull 1 tail out of Kurama at that time. if young sasuke fought 4 tailed naruto, he would've died before realizing what had happened to him. he wouldn't even use his bijuu bomb, he'd just chomp his head off.

imma be honest i dont think jiraiya had any idea how controlling tailed beasts works as a jinchuriki, thinkin he can just weaken a seal and tell naruto to "hold him back with your will!" later it's shown to properly control the power you need to actually defeat the evil within you, and actually body the bijuu and store it's chakra elsewhere in your body (if it doesn't want to cooperate willingly anyway).
