Just split it into two parts.
400% of 2000 is 2000 x 4 = 8000
and 20% of 2000 is 1/5 of 2000 = 400
and 8000 + 400 = 8400

Just by looking at it we know the first twp digits are 84. That eliminates a and c. Now between b and d, b is smaller than 2000 and we have a percentage freater than a hundred, hence the answer is d
