At the June 12 signing of Senate Bill 34, creating an opioid impact fee in Delaware, state Sen. Stephanie Hansen tells Gov. John Carney, advocates and government officials how a young man she’s known for years became addicted to opioids after a sports injury. His doctor prescribed him 120 Percocet (5 mg) and 120 Percocet (10 mg), and when the doctor ended the young man’s treatment, Sen. Hansen said he was “fully addicted.” Two years ago, she helped the young man into treatment and he has been in recovery since.
