ICE trains passing by on Belgian High-Speed-Line LGV 3 / HSL 3 near the city of Eupen, close to the German border. The ICE trains in the video are the ICE 3M (ICE 3 International) on the way from Frankfurt via Köln, Aachen, Liège to Brusseles / Bruxelles and back.

you can see that it's using a different pantograph than it usually does (in germany) normally it would use the most outer pantograph when in germany but here it seems to use one from the more center of the train
