Inspectional reading – Getting the most from a book in a given time;
Analytical reading – Thorough and complete reading for understanding; and

Reading is wonderful. But I think that in this world of multi-tasking, sitting in a chair and reading a book makes it feel like you are wasting time.
I don't think that "social credits" (whatever that means) even enter the equation.
There are various reasons we read: For enjoyment. For comfort. For learning. Or because we have to.
Reading for enjoyment is either difficult or not. If the author writes for our enjoyment, and does not do it well, we stop reading.
If the author writes to comfort us, and does not do it well, we stop reading.
If the author is writing to teach us something, and does not do it well, we stop reading and find another book by another author who resonates with us.
If we read something because we are required to read it, we read it.
With respect, and sincerity, I think you are making this more complicated than it needs to be.
