The idea that maybe Arceus's form as we see it isn't it's true form and this thing predates it sounds cool.
There was a theory I saw where the Arceus we see is made up from romanticized art based from Dialga, Palkia, and Giratina's design from the people of the past. Arceus saw this art and found it amusing and flattered that it changed into this form to display in front of humans. Even if it wasn't in this form, we could not see it's true form and this blob is the shroud that covers it. Who knows? Maybe the true form has those 1000 arms it used to create the world.

I think we can quickly cover both why Arceus looks like it does and why one can stuff it in a ball.
It is a divine avatar, one sent to test trainers, it is a physical tangible form so it doesn't just outright kill the poor 10-ish year old it's testing this generation. But since this is also a trial it is allowing its capture. Something that gains evidence from a far lesser legendary in Calyrex. If one can overcome their immense power and capture them then the trainer deserves to be accompanied with these Pokémon.

Actually, I could see this design being used as a sort of "True form" for Arceus. As for how it'd fit into the story, maybe instead of Cyrus using the power of Palkia, Dialga, and/or Giritina to make a new, perfect, world, maybe he could use Arceus and unleash it's true power, maybe through the idea of breaking or removing it's ring, as suggested in the video, or using some sort item, like that flute thing from the scrapped Arceus event.

Beta Arceus looks like the original spirit form of Arceus, before it shaped it's current form and the pokemon universe.

I like the idea that the Arceus in the games/anime (in addition to the creation trio) is merely an avatar of the Original One. The Pokemon you're able to throw a Poke Ball at is nothing but one of Arceus' "thousand arms" that watches over this portion of the universe.

I like the idea that beta Arceus was the original form of him, but then people started to depict him more like he is now. Arceus decided that it found this form humorous and started appearing as such fir human comprehension as opposed to its multidimensional shadow compressed into 3d

I think what they were going for with a "Pokemon God" was a primordial eldritch being with no real physical form, just something that was decently comprehensible for human minds.

Yeah, Arceus's final design just doesn't feel at all unique when compared to any of the other Pokemon, which makes his supposed "god" status really difficult to believe. As far as we normally see. If they had gone with a polished version of this beta design instead, it would have given a lot more of a contrast when compared with everything else, which would definitely reinforce it's role in the lore significantly better. It also just makes a lot more sense for something god-like to be something a lot more abstract than what we ended up with.
