Lore-wise true-Arceus was first. True-Arceus then made Arceus (the Arceus we see in the games is a branch of true Arceus) then Arceus made the creation trio and lake trio, then mew, then mew evolved into all Pokémon, except for artificial ones and the two trios i mentioned.
Pokédex-wise: rowlet or bulbasaur (rowlet cause it’s the first in the PLA dex, which is allegedly the first dex made) and bulbasaur because it’s the first in the Pokédex of the first game

The true first Pokémon: Rhyhorn. It was the first Pokémon designed.
