I already got it. I was so frustrated when I press shift+F10 and doesn't appear. Now the solution is you have to press altogether "FN+Shift+F10" now it worked.

in the new developers beta, its not possible to kill this task, because you have to return it, if you kill the task

Thank you for this. I screwed up and when trying to redo the taskkill, I forgot to redo the cmd.exe first and then the taskkill part.

for me the accesiblity menu didn't open it just showed a loading icon for a split second. however after doing shift-f10 and alt-tab it let me into cmd so that works too.

type cmd.exe hit ENTER

Welll.. i am just now trying to set up new laptop.. shift F10 is disabled apparently, and the little man icon that you clicked on for the onboard keyboard is also disabled. Does absolutely nothing. I tried plugging in a usb keyboard also.. nada. ugh!!

If its a laptop, try connecting to wifi and when it connects, goto next screen, and as its loading, turn on airplane mode, it will bypass it

I just purchased a HP win 11 here in Nov 30. Now, hitting alt tab will let you see the keyboard and the "Use the computer without a mouse, " box. When I highlight it with the white outline, and release the keys, the screen goes back to the "Is this the right country or region, " screen.
Seems MS disabled that function.
