I used to work construction. When the workers need water they WILL drink. They are armed with power tools. Do not get in their way.

I worked construction for over 34 years. Nobody discourages hydration . It's not Abbotts concern . Who cares, drink water whether they like it or not.

Again it's soother law that Texas has introduced in the past couple of years that would go against the advice of medical specialists.

They're not banning water. They are banning the mish mashed laws various Cities have implemented.
If you are in a city that dictates a water break after 4 hours what are you going to do if you are thirsty after 3 hours? You're out of luck?
Nobody is stopping people from drinking all of the water they need during the day.
