Speed is part of his powers, so it’s likely. Shadow’s boost in Sonic Generations and Sonic Forces glows orangey-yellow, suggesting his rocket shoes aren't the only thing behind his speed. He can even spin dash, which is odd for someone relying solely on rocket shoes. His speed might come from chaos energy, unlike Sonic’s, so without the inhibitors, he could potentially outrun Sonic—but with less stamina. Shadow matches Sonic with his rocket shoes, but speed isn’t his main strength—chaos powers are. Plus, Sonic uses speed more creatively, giving him an edge in battles based on agility. Shadow is definitely fast without his shoes but nowhere as fast as Sonic. In the IDW comics shadow is turned into a robotic zombie. He’s unable to use his air shoes but Sonic still comments on how he is faster than all the other zombots

Actually, in the IDW comics, when shadow gets infected, he doesn't know how to work his rocket shoes. And sonic easily out running him, with shadow unable to even catch a semi. So shadow is still pretty fast but MUCH MUCH slower without the rocket shoes.

For media, I think the only time Shadow actually does run was in the anime Sonic X. When he's on Prison Island after Eggman explains the plan to Shadow and Rouge, when they split up, Shadow runs through the forest to their destination. Then, later on, while fighting Sonic, Shadow is running again.

The official Sonic Twitter and YouTube account made a video about Shadow and one of them was the fact that shadow rocket shoes give him the speed. And in the IDW (which is canon) confirms shadow is nowhere near as far as a Sonic, when he doesn't have control over his rocket shoes

I read some forms where Shadow is POSSIBLY faster than Sonic but only in short bouts. And unlike Sonic Shadow can keep his speed at any surface. But tbh I think we will never truly know because that’s one of the things that keeps him mysterious and I’m cool with that 😎

Actually, Sonic can also teleport when he has a chaos emerald so Shadow isn't technically faster than Sonic. Also, if you consider the comics, Sonic is able to run faster than light travels so that makes him much faster than Shadow

As I've seen in other videos, in the comics Shadow is considerably slower if he tries to run without his rocket shoes.
I hope that is shown and explained better in the movie.

We did see shadow run without use of them as a Zombot, in which it was showing that he is far slower than sonic, but to be fair, he lacked a lot of the brain functions. He would’ve otherwise had meaning that he couldn’t access any of his chaos or boost abilities to amplify his speed

Short answer, in the IDW comics a Zombie version of shadow (Zombot) didn’t know how to activate his rocket shoes, which made him slow. But he’s a bit fast.
