The most important reason Russia has more troops up there is because that border is relatively close to the port of Murmansk. The home port of the Russian northern fleet and one of the most important ports in Russia. They want to keep it safe. Not that NATO historically ever really considered advancing on Murmansk from Norway cause as mentioned in the video the logistics of it would be a nightmare.

Having personally patrolled that border let me tell you.

It might not be super equipped. But the "minimal" presence is more than enough.

There could not be a insertion of Russian or other small vanguard troops without being noticed and responded too immediately.
