Well, let's see, if we make the Dakotas one state as it should have been, then DC statehood doesn't change the overall numbers in Congress, the electoral college, or the amendment process. I open to attaching West Virginia back to Virginia where it should have always been and making Puerto Rico a state. Numbers still stay the same.
