Morality aside, if you’re on a world that was largely ignored by the Republic or it was a world raided by pirates or exploited by one of the crime cartels, chances are most of the people would have been living in poverty and the Empire comes with the prospect of work, a chance to climb out of that poverty. You’re going to accept Imperial occupation and sign up, I know I would.
The rich and elite of the world might not like it, but they never really cared about the lower class citizens and here the Galactic Empire presents a chance for all to prosper equally.
