Breastplate was always supposed to be a fighter item, since devs saw Granger and some assasins were using it, they changed the requirement for it to trigger

The new Brute Force Breastplate is basically a middle ground between Antique Cuirass & Radiant Armor. You get the benefit of both items but only a portion of it.

I honestly prefer the old one more since it has its own identity & not a jack of all trades, master of none.

One draw back for this adjust is you cannot maintain unlimited uptime since it depends on enemy heroes. The old one, even tho it's just movement speed and extra DEF it can last forever as long as you can cast skills while moving.
