Most semiconductors are only send to China, because China is a major hub for the physical assembly of devices or even just subcomponents, which are ultimately then sold to the world at large. You are not actually going to see less e.g. Intel CPUs sold on a massive scale, but just them being put into laptops, etc. in countries other than China when not sold to China's domestic market. We are already seeing this being done more and more in Vietnam, India & Malaysia over the last few years.

couple of points:
1. The node size, like "7 nm" is essentially a marketing term and doesn't accurately describe the actual node size. Two different 7 nm nodes from 2 companies can differ wildly. I really don't believe that china's 7nm is as good as TSMCs or even Samsung's 7nm
2. 7nm is kind of old now, TSMC has 7nm, 6nm (aka 7 nm enhanced), 5 nm, 4 nm (aka 5 nm enhanced), and now 3nm. It's always exponentially harder to get to the next node
3. Yield plays a huge role and cannot be over looked. TSMC has excellent yield with their 5nm node and the 3nm yield is already pretty good. Yield being the % of the fabricated die being usable on average. A yield of 60% means that only 60% of chips in the manufactured silicon wafer are usable dies without problems / manufacturing errors.
China can produce a 7nm silicon wafer, but if the yield is like 10%, then the process is still essentially useless without further development

Another thing that is holding China back from attacking Taiwan is that those semi conductor plants in Taiwan ( which are now close to making 2 nanometer chips) are set to destruct if or when China invades.
The Taiwan companies are now looking to set up shop on the US west coast!

Japan also has huge semiconductor expertise, but it's in making the equipment and materials (specifically silicon wafers) rather than producing the final product.
