Can I use safemode to help me remove a possible virus on the computer. Right now I cannot get to the control panel or settings in win 11? when you hover the pointer over the start menu or the magnifying glass you get the constant blue swirl like its loading and but never does.

I use safe mode to delete files that I downloaded from Google Drive because for some reason they don't want to delete and get stuck at 0.

Should I use safe mode? My pc doesn’t turn on most of the time so I have to keep on turning the psu off then on just to hopefully have a good startup, and most of the times it’d just turn off randomly and turn itself back on- that sometimes fails so I have to redo the whole process. Nothing is wrong with my ram, vga, cpu… I suspect the motherboard being faulty. I have an asus prime z690-a with a Intel I-9 12900k cpu and an Intel arc a770 16gb
