Nice one! The neutrally-buoyant water balloon is a good analog for a submerged submarine that is hovering. 🙂

Thank you for all your help. Especially for AP Physics 1. I am doing a project about why a car floats for a while before sinking. Is that related to Buoyancy? The only Physics class I have taken is AP Physics 1 so I would really appreciate your feedback on how that is related to Buoyancy. Thanks!
