I don't think this card is meant to represent prehistoric times, but more like a fossil sanctuary. Evidence supporting this is Mega Aerodactyl's dex entry states that "Mega evolution made it look more similar to what it may have once looked like in the past". So the aerodactyl we see today isn't the one in prehistoric times. So that card showing all the dinos on it, I don't think is prehistoric.

If my theory is correct the fossil pokemon are rock type because they were reviewed from fossil and probably had different typings before extinction

I wonder if it was planned to be a 3rd fossil like Aerodactyl was. But they scrapped it so they didn’t have 2 grass fossils in the same gen. Then they gave it flying.
