Its like with young justice episode where ocean master wants to kill all wives and children of justice league members, cuz there was like some kind of families gathering and is stopped by villians league's send assassin Shiva. She explains that only reason why they still exist is because of their "hero's moral to never kill" but they are fully aware that they cant cross some lines - like killing heroes loved ones (what they're referring as "nuclear option" which is forbidden between vilians), because the moment that line is crossed - gloves are off. Heroes will just simply hunt em all down without mercy. (not all things mentioned are said in that episode but some things are said in comics or ya can take for example like injustice storyline were only superman's wife and child killed. Imagine a plot were all heroes wives and children are killed it would be complete massacre)
