And conversely, Chinese steel imports to the USA represents only 3% of all USA steel imports. The USA imports far more steel from Canada, Mexico and Brazil. The state where he gave this speech is a battleground state, and China is an easy target. Even if Biden does triple the tariff on Steel from china, it won't matter to either country.
