I had this issue and tried absolutely everything but nothing worked Then I double checked the settings on another iPhone. Try this
Messages >Settings > low quality image mode - make sure this is switched to OFF

If your iPhone isn’t sending pics to androids. Go into settings, then cellular, then toggle off data for a minute and toggle back on. Then toggle off this line, wait a minute and toggle back on. I can’t believe I’ve been dealing with this issue since last December and I just fixed in 2 minutes flat!
