When I first watched this movie, I thought his character was just written that way. Later, I saw him on an episode of Cagney and Lacey. He was younger, but had the exact same bizarre way of speaking and delivering lines. He's definitely a unique individual...
Btw, on Cagney and Lacey, the kid from A Nightmare On Elm Street #5: The Dream Child played his little brother. Two of the most eccentric child actors of the '80s.
