Please keep in mind that this test has been done for a specific resolution and framerate. At different resolutions and framerates, lower or higher bitrates become better options. For instance at 720p 30FPS, 3000 kbps is perfectly acceptable, while for 1080p 60FPS it will look absolutely horrendous.

1000: Potato PC or any livestream on discord
2000: Slightly better but kinda the same as 1000. 60 fps is also noticeable
3000: Quality is meh but blocks are distinguishable
4000: Almost like Recording on a PS4
5000: Normal video or what you see on screen at 1080p 60.

somethings off about this. Anyone whose opened up OBS will know that with the right encoding settings, 2-3k can look a lot better than this.
