Not only is it cheaper per person to hire soldiers from Yemen, but every man they're hiring from Yemen is someone who is *NOT* being removed from Russian's productive work force. Putin needs people at home just growing crops and showing up in factories. They're not going to hire foreigners for *those* jobs.

Putin is in a bit of a bind. He did not want to pull larger numbers of conscripts from Moscow or St Petersburg because families and opposition have better access to the internet, the media and sheer numbers to form public protests. But the military is running short of recruitment goals forcing them to do more roundups in the cities.
