He had over 40 arrests an he punched a elderly lady so hard in the face he shattered her nose and eye socket. Why was he on the streets to begin with he was an obvious danger to the general public

Where were these people when Jordan was abandoned by his dad, when his mother was slaughtered by his stepdad, when he went into the foster system, when he became homeless, the decade+ he was struggling with severe mental health issues and homelessness? Oh yeah, NOWHERE!
