How to change dimension of image

In many competitive exams like GATE, SSC,BOARD exams scan image of our photocopy and signature is required with width x height format so you can set it by using paint.
In this video I have shown for GATE EXAM ... (640 x480) for photo and (320 x 240) for signature .
