I encountered this yesterday while playing determined exterminators, I conquered my clone neighbors and they just wouldn't be purged even when the planet had no clone vats

Haven't tested this, but could you put all 5 clone vats on one planet, rush it to 100 pops, then put a couple of pops that should be purged on to it, destroy the clone vats, then repeat with the next planet?

The devs have tried to patch the previous issue but apparently their patch only exacerbated the problem. Previously, the purge happened very slowly, but now the process is completely stopped. I tried the same build as you did and ended up with 350 infertile psionic clones and over 700 xenos before I got bored (I don't like to win games using exploits or cheating). The bug also happens with hive mind pops or a combination if necessary. In my experience, the most reliable way to get a blocked purge and the ability to remove your ancient clone vats from the planet and colonize a new planet (and rinse and repeat) is to move at least 20 xeno pops to the planet and then disable, not destroy one of the ancient clone vats. Hopefully a xeno pop is selected to be purged, half way up before the purge is abolished and starts over again. If that happens, all the clone vats can be removed. If a clone pop is purged, move one clone pop to another planet with clone vats or, if that is not possible, wait until the clone pop is purged and then enable the ancient clone vat again. The clone vats will then start to assemble and purge a clone pop simultaneously, which should not happen. Then, the purge will be reset and a xeno pop should be selected to be purged. Disable the ancient clone vat again until the desired effect happens. Initially I had about 4 planets each with 59 infertile clones all doing specialist jobs. Later I built an ecumenopolis with 100 infertile clones as well.

Also don't take Become the Crisis with this strat. It increases Purge speed by a lot and your pops start to decline afterwards
