Yes since also most 'Off The Shelf Trouser' isn't hemmed-in securely with banding at least so when you wear shoes or boots especially, the Hems catch and Un-Sew - falling down which is a major failure requiring repair anyway.

Yes but I usually add a slight taper to my pantleg before the cuff is added so the cuff doesn't make it feel like a wide leg pair of jeans.

If the fabric is unusually thick, I'll keep away from a cuff.
