This is called chandeliering. It happens in Ontario lakes and rivers in the early spring.

As some folks have noted, it happens all over the world; for me, I had a chance to play with this kind of ice while on an early spring canoe trip with @thelandcanadianadventures. We pushed our big Voyageur boat as far into the crystals as possible until it couldn’t move forward anymore, and then everyone just played around with it. We plunged our paddles in and brought them up covered in a new coat jangly ice.
We had to back out and portage around the oxbow of the lake until the water opened up again and we could resume paddling.
