My interpretation of that moment was not that Croc was super confident, but that he had something to prove to himself. I don't think he though he could take on everyone there, but ne heeded to fight someone strong to see if he still got it.
Here's how I headcannon Crocodile. He was a strong pirate with a powerful fruit who got far enough for some of the top players to know him. But he fell off.
One of the central themes of One Piece is the power of dreams and ambitions. So when he gave up on chasing the pirate dream and decided that being a warlord and a secret crime boss is "good enough" for him, he got lazy. Yeah, he still got goals, but he puts into them bare minumum efforts, he sits where nobody knows what haki is (and can't fight him because of that) and uses cheap tactics and underlings to do almost all of the work, relying on his inherent powers instead of pushing any limits.
So when he lost to an upstart like Luffy, whom he should've trashed easily, that was a wake-up call for Croc. He wanted to prove to himself that he's not a has-been - that's why he's so much stronger despite not having any extra "training" - he's not breaking new grounds here, he's trying to get back to his glory. That's also the reason the throws himself at the scariest people around but doesn't care to go for a rematch with Luffy - killing Luffy won't prove anything he knows that (in his opinion) he can do it - without water on hand and without using haki, Luffy can't really beat him. But Luffy wasn't the problem in Croc's mind, just a sing of how bad he let himself go.
