1:20 this seems counterintuitive. If congress has more votes and fewer seats, you’d expect higher concentration of votes in certain areas where congress won. In fact this is validated when you see the parliamentary vote share, 31% votes translate to 1 seat for congress, vs 9.7% votes for JDS also gets them a seat.
