max-width: can't go higher but smaller
min-width: can't go smaller but higher

I saw from MDN, "max-width overrides width, but min-width overrides max-width. "
But I checked one example it's not true always. So, I am confused what this sentence means.

So Shawn, is there any use of the width property at all? The width property is appropriate for the normal screen (ex laptop) but is not compatible for phones, etc. So is max-width preferred in all circumstances or no?
