Thank you so much for this :) For some reason the prompt "Apps & features" was not coming up anywhere on my computer, they may have changed the format recently so for anyone who may run into this problem go to apps in settings, then select installed apps and look up Microsoft photos from there. On the right select the 3 dots to get into advanced options to then select repair <3 resetting will clear data in that app so make sure you repair first and see if that works!
