Hi, if I am building a new home, please explain the process of the architecture, civil engineer, and structural engineer. First I get the lot and have the civil engineer evaluate it before I buy? Then have the architect draw the plans? Then have the civil engineer sign off? Who needs to sign off to get the permits? Where does the structural engineer come into play?

Spalding happens in all concrete with steel rebar. This is where the rebar is exposed after a few years when the concrete breaks away from the expansion pressure of rusting metal. There is re-enforcement rebar that will not rust or spald your concrete. let me know if you want some.
