Here's a speculation - humans can only see certain frequencies and it's limited. Just like we can only hear certain frequencies. So, what if they ARE already here, all around, and our limited human vision just can't see them. The center of the galaxy is an extremely hostile, energetic and radioactive environment. It seems like an unlikely place for an intelligent broadcast. I would think that if we were to hear an alien message, the place it originated from would most likely be considerably less fatal.
