Justinian is by far the best general for Players that have 2 k medals and a combo with Belisarius if you are new, Theodora on the battlefield would be good for the bonds effect.

I suggest for consul"william the good"the only downside is you can't declare war(unless you change a consul for a turn)
, and hes pretty mid in leading battles i would only recommend him for a good consul

for early game i highly reccomend Antonina, its very cheap, can be unlocked after the "last of the romans"campaign the only problem is her traits is not fully developed so you have to upgrade her general ranking
