So let me get this straight.... he bought the building, possibly without an inspection being done (otherwise it would have picked up on whatever "damage" was caused by the neighbor over the 15 years the downspout was in place), is behind on his taxes, never occupied or rented the space, and now wants compensation for water damage he can't even prove exists?

Sounds like a piss poor attempt at a cash-grab through litigation. JJ wasn't having any of it!
