I'm trying to understand why she said that they don't have character witnesses when they clearly have a provision for it under terms that aren't particularly outlandish. Even if it wasn't used for 30 years, it's not *that* obscure, it's Article 4, and in that kind of situation you'd have people on the board who would relish in knowing the rarely-used articles, so she's clearly lying about it. On the other hand, if it's a test of knowledge, she's testing the wrong person.
