Yes that is extremely annoying can you talk to your neighbor or is he unreasonable more than likely Thank you Lord I live in a place where people are normal and reasonable I feel at home. Pretty sure mowing and causing loud noises after 10:30pm at night is actually a legal noise violation, call the cops, put the board about a foot away from your fence...so that he'll have to actually be on your property to move it....then call the cops for trespassing.
