Yes that is extremely annoying can you talk to your neighbor or is he unreasonable more than likely Thank you Lord I live in a place where people are normal and reasonable I feel at home. What I see is a person your neighbor who lives in fear He thinks that light is gonna save him from something. Like one of the other comments said put a post up with a Mira reflecting it back.
And a camera in case he touches it you could prosecute him see what he thinks about that. Freaky world. Humans one hand in the tree 1 toe in civilization.

I just laughed at my neighbors who mowed the yard at night but to top it off the yard looked HORRIBLE and it was not ever finished.

Pretty sure mowing and causing loud noises after 10:30pm at night is actually a legal noise violation, call the cops, put the board about a foot away from your fence...so that he'll have to actually be on your property to move it....then call the cops for trespassing.
