I think the real villain of this series is freaking Sarutobi for apparently being a good guy and just sitting on his ass and letting all this shit happen anyway. If I recall correctly at some stage he uncovered an assassination plot given out by Danzo on his head and instead of executing him he just warns the man and let's him go. Not to mention he allowed gross carry outs of injustice against the Uchiha when he could have stood up for them.
