The way they were acting was not normal. They purposely got close, waiting for a response. The lures didn't even flutter. That's what turned them off. Prey fish would lost there minds seeing a predator fish that close!

No lie, I went diving in a lake saw this same thing.
My sister was using a spinner bait and I told her to cast it my direction. I watched as 5 Largemouth Bass just followed it to the bank.
It blew my mind.
