Why do employers advertise for a job but then never hire? Here are possible 7 reasons for that:

Reason 1: Almost all governments worldwide now mandate firms to advertise all job openings they have (with a few exceptions such as working through a 3rd party recruiting agency that posts positions on their behalf but do it confidentially). 
As a result, it is easier to cross-check annual statistics reports and urge firms to hire candidates available on the open job market. 
The most competent or the most suitable gets the job. Sadly, it's just not you.

Reason No. 2: Many positions are only designed to be filled internally, and a fake competition involving two or three external candidates begins. 
Eventually, no external candidates are hired for the roles for which they were interviewed, and a candidate simply receives a thank you email for participating in our corporate show, and adios amigos! In the best-case scenario, your CV will be stored in the company database system and will hardly ever be reviewed again by the recruiter. 

Reason three: Some businesses post job openings in advance to build a pipeline of candidates.
 I don't necessarily agree with this; you can build a pipeline of candidates in other ways, but there's a corporate strategy behind it, and they're posting the job because they expect to fill it in the future, and when there's a job opening, they quickly pull up the list of candidates and begin messaging them. 
The irony is that, even after months of predicting whether the post will be opened or frozen, many active candidates have already accepted employment with real job openings and are unwilling to move professions so rapidly. 
As a result, a recruiter has no choice but to announce a new job opportunity again.

Reason four: The United States and others mandate employers to post job openings in specific immigration situations. 
The truth is that these companies already have someone doing the job or have found a cheaper candidate who would work for years and never complain or leave. 
Such an employer is eager to hire and start a foreign worker's immigration process - either by issuing a working visa or transferring an existing internal worker who is on a working visa to become a permanent employee. 

For example, instead of posting online and attracting thousands of local job candidates, companies like Facebook publish job openings in a newspaper that no one reads, and this procedure draws the company's one and only candidate that gets hired.

Reason No. 5: Business requirements alter. Budgets are being redirected. A role that the corporation felt it required yesterday may no longer be required today. There is a hiring freeze that only the HR department is aware of, and all job postings become obsolete. 
Despite the fact that it is the recruiter's responsibility to remove any inactive job postings, recruiters are not deleting those job announcements.

Reason 6: We don't know whether or not someone was hired.

Reason Seven: Employers scout the market to see who is available, how much they anticipate earning in exchange for a job move, and who wants to work for them: are there any good and competitive external candidates worthy of their attention, or better than their existing operations manager?
 It's just a habit of seeking the best. It existed before, it will exist in the future.

It's frustrating. I tried and failed at Indeed. Why did I go to school to do the same things as everyone else? Do I seriously need a bachelor's or higher to guarantee ENTRY level jobs? Some companies KEEP MY RESUME for who knows what reason, even AFTER they tell me NO...I don't even have social media, why are they following me if they don't care? They told me to apply as they were interested: only to reject me an hour and 6 minutes after my interview...I feel like working solo is the way to go

#2 is 100% correct. I learned this when my wife moved into management. I’ve seen her company create multiple job postings that were tailor-made for someone that they already decided that they wanted to hire. They just posted and did a dog and pony show for legal reasons.

and.... they always say, we encourage you to keep pursuing career paths at the company, but every avenue of pursuit is rejection, and the condescending attitude of your decade+ experience and skills isn't good enough for us...

lost count of the endless rejections from all the applications, no matter what position applied for, it all ends the same...

how sadistic does one have to be to encourage someone to do something but their actions and results ends up discouraging the effects at every turn...

it's ludicrous

like me you are lucky go hear anything back period..i blame all this computer application system because employers dont want to be bothered by applicants coming in and applying and asking questions, its easy to hide behind the computer to ruin someones life

They could also be intentionally running low labor and thus overloading staff, posting a sign as a claim of looking for help but trying to maximize profits, especially in a potential oncoming recession.
Or keeping a labor pool available to discourage low paid employees from wanting better pay.

Part of the success dogma is a false pretense that the employee can always try harder, when in reality there aren't millions of essential jobs out there to begin with. It's a success scam that pulls the wool over most eyes...

I have 5 jobs now that are postings and email month later saying the position was full but they never hire. 2 small business closed there doors, due to there stubbornness and the wine no one wants to work, when it's a bigger lie than the china work camps, people are applying but these companys do not want to hire people with a degree.

This makes a lot of sense. Seems the overall context is understandable but with slight malice depending on what meta-message being interpreted. Unnecessarily convoluted as if this is true, as long as they are within the confine of the law, then utilitarianism isn't present, only the concept of what's good for the company over communities in which they inhabit.

always love the down the earth no nonsense - common sense, that everyone else is consensually blind to...

usually always a number two from my experience... as rarely as the job description and it's so called requirements (wishlist) of qualifications matches with a candidate's experience... but even when it does... magically it's not a fit or a match, but everything checks off on the wishlist...

clearly only internal candidates (already someone in mind) and no real consideration of external candidates.. wasting their time, being part of the horse and pony show, to have illusion of competition and consideration for said job opening...
