Looks like Tommy Vercetti from GTA Vice City. Love this skin. Great memories with GTA Vice City.
1 Has "Vice" in skin name check. 2 Has Blue Top check. 3 Has face like Tommy Vercetti check. 4 Splashart: He's in a car in an area that looks like starting area of Vice City in night with similar purple lights. 5 Back animation has music similar to Vice City starting loading. 6 His rival and villian in GTA Vice City is Lance Vance Dance.... who Lucian looks a lot like in his Demacia Vice skin. Not to mention Lucian skin back animation has the same trees as in Vice City.
