Price caps will make the Food industry more efficent in the long run. If they can not sustain the price caps then they need to sell there bussiness. Stop rooting for the Retail and Food Packaging companys even the producers are in the fault. The price of energy is down again so they have no reason to increase prices ( sometimes / on some products with +50% ) . The goverment is allowed to harass them till the end of time - and make them comply. Most likely the Food industy will find ways of keeping profitability high even with price caps. Remember that the Food industry are runned by Capitalists. And this people want to get rich out of the back of there customers. Lets not worry to much about them.

Yeah, and then there’s Estonia that aims to increase the VAT next year, so that it turns 22%, with no reduced tax for food. The government here is heartless.

Politicians are perfectly happy to humor the masses by making decisions they know will hurt said masses because those masses are demanding them and, frankly, I don't blame the politicians here. The public insists you do something stupid that won't really hurt you at all and they threaten to vote you out of office if you don't? Do it. Price caps are one of those few topics in economics that economists unanimously agree on, and what they agree on is that they're a bad idea and do far more harm than good.
