Why to do this many steps for a resigned user ? Just reset outlook password and take the pst backup from OL client App and delete the user straight away from O365 admin center.

Instead of clicking on Information governance on my version of Office 365 I had to click on Data lifestyle management so perhaps MS has updated the menu since this video was uploaded
