I've never seen that definition, and I don't know what saturation pressure might mean. Perhaps they're referring to water: if the pressure is higher than atmospheric, sucker will remain liquid below 0 C 'cuz the slope of that phase change is negative. Maybe?

The last statment relating Vapor Pressure and Temperature is not correct, attending to the graph if Pvapor goes up, so goes the Tboiling. We can also verify it by thinking about substances like alcohol, whose Pvapor is lower than the one of the liquid water and that's why alcohol evaporates faster at the same T
