This is a perfect NASA project. When they are not trying to fly antique rocket parts to graft $$$$ They come up with a project that would stat 200 years of graft and wasted$$$

Venus has 20 parts per million water vapor. The atmosphere is 4.8 x 10^20 kg. If there are a billion colonists on Venus they each could have up to 10, 000 tons of native water resources. They can each have a personal olympic swimming pool plus gardens/farm and each own rights to a section of mangrove forest. Perhaps the mangroves could be held by communities so that colonists and visitors can go on canoe trips. For an atmosphere that large 20 ppm is equivalent to about 2 cm of liquid water spread evenly.
