It's a complex issue. Poor neighborhoods don't attract high educated individuals, like good teachers that can teach in higher income neighborhoods. When people in poor neighborhoods start making good money, they move from situations like that to better themselves. A better question to ask is why is education so bad anywhere? With technology like video lectures and google, why is there different curriculum in different schools? Put every student on an equal footing.

The problem isn’t always funding a lot of the time it’s the families. If a child has parents on drugs or just a horrible home life, what is a teacher supposed to do to make them care about learning.

This guy doesn’t understand shit. In a tight labour market, what happens if you pay public schools based on performance? Scarce teachers will all run to the schools that are already doing better. Meaning those kids are even worse off, regardless of there being more competition between schools.

The schools are the worst because of the kids and parents that attend them. Studies show time and again the best predictor of educational success is parent involvement and Parent commitment to PAY something towards their kids education.
